Frances O’Callaghan: Chief Executive Officer

Frances O’Callaghan is Chief Executive Officer for NHS North Central London Integrated Care Board (NCL ICB). Frances joined North Central London Clinical Commissioning Group as Accountable Officer in February 2020 and has worked in the NHS for over 20 years leading clinical services and in strategy roles.

Frances has worked in a wide variety of settings across London. In addition to executive positions within NHS Trusts, including acute and community, she was a Director in the Corporate Finance team at Price Waterhouse Coopers and has also worked as a director in an academic environment as part of the set up and early progress at Kings Health Partners.

Under the leadership of Frances, the North Central London Integrated Care Board sets the strategic direction and delivers improvements for the health and care system in North Central London (Barnet, Camden, Enfield, Haringey, and Islington), alongside partners and working closely with our people and communities.



Phill Wells: Chief Finance Officer

A head and shoulders portrait image of Richard DalePhill Wells is the Chief Finance Officer for NHS North Central London Integrated Care Board (NCL ICB), having joined NCL in June 2022.

Phill joined NCL from Homerton Foundation Trust where he was Chief Finance Officer as well as the Executive Lead for Procurement, Estates, Facilities and Clinical Engineering. Phill previously spent 16 years in the Civil Service in a number of roles across policy analysis and finance, most recently as Financial Strategy and Planning Director at the Department for Work and Pensions.

Phill is an Independent Member of the Audit and Risk Committee at the Department for Digital, Culture, Media and Sport and is a Trustee of The Air Ambulance Service. Phill holds a Masters degree in Economics from University College London and is a member of the Chartered Institute of Public Finance Accountants.



Bimal Patel: Acting Chief Finance Officer

A head and shoulders portrait image of Bimal PatelBimal Patel is Acting Chief Finance Officer until 30 September 2024. Bimal joined the ICB from North Middlesex University Hospital Trust where he was Deputy Chief Executive and Chief Finance Officer.

Bimal has a wealth of experience of both the NHS and of North Central London where he has worked since March 2020.



Dr Jo Sauvage: Chief Medical Officer

A head and shoulders portrait image of Jo SauvageDr Josephine Sauvage FRCGP is the Chief Medical Officer for NHS North Central London Integrated Care Board (NCL ICB). Jo was Chair of NCL Clinical Commissioning Group (CCG) from April 2020 and previously Chair of Islington CCG from February 2016, having been Vice-Chair since 2011.

Responsible for clinical leadership across north central London, in this overarching role she works with colleagues from across health and care to provide the best care for our local population, in a way that is sustainable and fit for the future.


Chris Caldwell: Chief Nursing Officer

A head and shoulders portrait image of Chris CaldwellChris Caldwell is the Chief Nursing Officer for NHS North Central London Integrated Care Board (NCL ICB). Chris joins NCL ICB from Tavistock & Portman NHS Foundation Trust where she was Executive Director of Nursing and System Workforce Development, with responsibility for directing the National Workforce Skills Development Unit. Chris is a registered nurse in adults and children’s nursing, and a registered nurse teacher. Chris has extensive experience in senior nursing and educational roles including Programme Director for the Capital Nurse Programme across London for Health Education England (HEE), Dean for Healthcare Professions at HEE and Assistant Director of Nursing, Education and Organisational Development at Great Ormond Street Hospital for Children.

Chris is passionate about applying relational and creative approaches to system leadership to achieve sustainable transformation through collective action, in order to drive improvements in health and care to reduce inequalities and improve population health. Chris is also a Visiting Professor at Middlesex University, London.


Sarah Morgan: Chief People Officer

Sarah Morgan is the Chief People Officer for NHS North Central London Integrated Care Board (NCL ICB). Sarah joined NCL from her dual roles as Director of Organisational Development at Guy’s and St Thomas’ NHS Foundation Trust, where she started in 2015, and as Director for the South East London ICS Workforce Programme since 2020. Sarah joined the NHS in 2002 as a graduate General Management Trainee working in operational management across acute, mental health and specialist services.

Sarah has since worked for KPMG supporting NHS clients with cost improvement, strategy development, and whole health economy redesign. She returned to the NHS as Executive Director of Development in a mental health and community trust and then joined the Department for Health and Social Care in 2014 to lead the Dalton Review examining new options and opportunities for providers to collaborate. Sarah is passionate about people and leads the ICB’s People and Culture Directorate.


Sarah McDonnell-Davies: Executive Director of Place

A head and shoulders portrait image of Sarah McDonnell-DaviesSarah McDonnell-Davies is the Executive Director of Place. Sarah has worked in North Central London since 2018. She began as a Deputy COO for Camden CCG, then moved onto become a Manager Director. In 2020, she then became Executive Director for Borough Partnerships, expanding to cover the broader North Central London boroughs. Prior to these roles, Sarah worked in Management Consultancy, Research, Engagement & Evaluation, Policy development, Change Management and with the VCS.  Sarah’s portfolio covers primary care (contracts, programmes and transformation, supporting functions), medicines management, communities & inequalities and the critical work to support the development of Place and our five Borough Partnerships and the wider Integrated Care System.

Driven by her desire to sustain and develop our National Health Service, Sarah is focused on primary and community based care, to integrate health and wider care services, to build relationships and to narrow inequalities in outcomes. She is also a qualified Organisational Development practitioner (ILM) and former Chair of an Employee Share Ownership Trust, and believes firmly in the value of employee engagement and the contribution this can make to an organisation’s success.


Sarah Mansuralli: Chief Strategy and Population Health Officer

A head and shoulders portrait image of Sarah MansuralliSarah Mansuralli is the Chief Strategy and Population Health Officer for NHS North Central London Integrated Care Board (NCL ICB). Sarah was previously Executive Director of Strategic Commissioning at NHS NCL CCG from 2019-2022. Sarah joined Camden CCG as Chief Operating Officer in 2017 and was previously Chief Operating Officer at Brent CCG which operated within the North West London Collaboration of CCGs.

Sarah’s NHS career started with general management roles within secondary care, specifically within women and children’s services.  She then went onto work in child and adolescent mental health services and led the development of an integrated paediatric service which comprised children’s community services, child and adolescent mental health services and secondary care paediatric services. Throughout her career, Sarah has pursued initiatives that enable integrated care models and is passionate about population health, prevention and early intervention.


Richard Dale: Executive Director of Performance and Transformation

A head and shoulders portrait image of Richard DaleRichard Dale is the Executive Director of Performance and Transformation for NHS North Central London Integrated Care Board (NCL ICB). Richard’s career in the NHS began as a NHS management trainee, before working in a number of NHS posts in hospitals and commissioning organisations both in Yorkshire and across London.

In these roles, Richard has specialised in delivering complex and large scale improvement programmes as well as leading on the development of integrated care systems and coordinating key elements of the pandemic response for North Central London. He is passionate about supporting teams to improve work differently and tackle health inequalities as well as working closely with residents to deliver tangible improvements to care.


Ian Porter: Executive Director of Corporate Affairs

Previously in the role of the Executive Director of Corporate Services at NHS NCL CCG, and a part of Camden CCG since 2015, Ian has worked in local government and the NHS for more than 30 years. He has worked across a wide range of corporate, strategic and frontline service areas.

As part of this, Ian has 17 years of experience in senior and executive management positions, including working for various local authorities across East Anglia before joining London Borough of Camden in 2011.
