Frances O’Callaghan: Chief Executive Officer
Frances O’Callaghan is Chief Executive Officer for NHS North Central London and North West London Integrated Care Boards. Frances joined North Central London Clinical Commissioning Group as Accountable Officer in February 2020 and has worked in the NHS for over 20 years leading clinical services and in strategy roles.
Frances has worked in a wide variety of settings across London. In addition to executive positions within NHS Trusts, including acute and community, she was a Director in the Corporate Finance team at Price Waterhouse Coopers and has also worked as a director in an academic environment as part of the set up and early progress at Kings Health Partners.
Under the leadership of Frances, the North Central London Integrated Care Board sets the strategic direction and delivers improvements for the health and care system in North Central London (Barnet, Camden, Enfield, Haringey, and Islington), alongside partners and working closely with our people and communities.
Stephen Bloomer: Chief Finance Officer and Deputy CEO
Stephen Bloomer is Chief Finance Officer and Deputy Chief Executive Officer for North Central London and North West London ICBs, after previously having been Chief Financial Officer and Deputy CEO for North West London ICB.
Dr Jo Sauvage: Chief Medical Officer

Dr Josephine Sauvage FRCGP is the Chief Medical Officer for NHS North Central London and North West London Integrated Care Boards. Jo is a passionate and experienced clinical leader, known for her ability to bring people together to drive meaningful change. With a career spanning frontline general practice, system transformation, and national policy influence, she brings a rare blend of practical insight and strategic vision.
Throughout her career, Josephine has championed inclusive leadership, collaborative working, and a relentless focus on improving outcomes for the communities we serve. She’s led major programmes tackling health inequalities, digital transformation, integrated care pathways, work on air quality and NHS Net Zero, always with a commitment to co-production and partnership. Her leadership style is grounded in compassion, integrity, and a deep belief in the power of people—whether that’s patients, colleagues, or system partners.
Jo is especially proud of her work building strong borough-level integration units, supporting general practice, and mentoring future leaders. She’s driven by a vision of a workplace where people feel valued, connected, and inspired to make a difference.
As we embark on this exciting new chapter for our ICB, Jo is focused on creating a shared culture that reflects our collective ambition: to deliver equitable, high-quality care, support our workforce to thrive, and ensure our communities feel the impact of our work in their everyday lives.
Jennifer Roye: Chief Nursing Officer
Jennifer Roye is Chief Nurse Officer for NHS North Central London and North West London ICBs, after being CNO for North West London ICB, and has more than thirty years of experience working in the NHS as a registered nurse, specialising in cardio thoracic nursing and senior nursing leadership roles across a number of acute hospitals in London. In addition to roles as a General Manager and Assistant Director of Operations.
Jennifer is passionate on promoting clinical evidence-based practices, patient safety initiatives and clinical governance and holds an MSc in Nursing and MSc in Integrated Governance. Jennifer has worked previously in the CCG as the Director of Quality and in the last two-years as the Chief Nurse, bringing a wealth of knowledge in quality, patient safety and patient experience.
Sarah Morgan: Chief People Officer

Sarah Morgan is the Chief People Officer for NHS North Central London and North West London Integrated Care Boards. Sarah joined NCL from her dual roles as Director of Organisational Development at Guy’s and St Thomas’ NHS Foundation Trust, where she started in 2015, and as Director for the South East London ICS Workforce Programme since 2020. Sarah joined the NHS in 2002 as a graduate General Management Trainee working in operational management across acute, mental health and specialist services.
Sarah has since worked for KPMG supporting NHS clients with cost improvement, strategy development, and whole health economy redesign. She returned to the NHS as Executive Director of Development in a mental health and community trust and then joined the Department for Health and Social Care in 2014 to lead the Dalton Review examining new options and opportunities for providers to collaborate. Sarah is passionate about people and leads the ICB’s People and Culture Directorate.
Sarah McDonnell-Davies: Chief Transformation Officer
Sarah McDonnell-Davies is the North Central & North West London ICBs Chief Transformation Officer. She has worked in the area for ten years. For the last three years she has been Executive Director of Place for North Central London covering local care commissioning, place and neighbourhoods. Prior to that she held various Board level roles including as Chief Operating Officer at Camden CCG. Sarah worked in North West London as Deputy Chief Operating Officer at Brent CCG and across boroughs through the NWL Strategy and Transformation team. She worked in the PA Consulting Health & Local Government practice and was a senior leader and Board member at the Office for Public Management – an Employee Owned organisation working across Public Services, the VCSE and adjacent industries. She works closely with clinical and professional leaders, partnerships and provider alliances. She is active with the NHS Confederation, with NHSE and is a member of the newly formed London Neighbourhood Board.
Richard Dale: Chief Strategy Officer

Richard Dale is the Chief Strategy Officer. His career in the NHS began as an NHS management trainee, before working in a number of NHS posts in hospitals and commissioning organisations both in Yorkshire and across London.
Richard’s background includes leading complex and large-scale transformation and digital initiatives across organisations. Previous roles have included the development of integrated care systems in north London, operational delivery of the pandemic response, and data driven digital redesign across primary, acute, and community care.
Richard chairs the One London Health Data board that is overseeing the development of the London Secure Data Environment, this will bring together a linked longitudinal health and care record for over 10 million London residents.
He is passionate about supporting teams to work differently in order to tackle health inequalities as well as working closely with residents to deliver tangible improvements to care
Ian Porter: Executive Director of Transition

Ian Porter is the Executive Director for Transition for NHS North Central London and North West London and was previously the Executive Director of Corporate Affairs for NCL ICB, having worked in this capacity, including previously in a CCG setting, since 2018.
Ian joined the NHS in 2015, and prior to this worked in a range of senior corporate positions in various local authorities in East Anglia and Camden.
Ian led the NCL CCG merger and the transition of NCL CCG to NCL ICB.
