The North Central London Data Access Committee (formerly NCL ICS Data Access Group) has been established to review and approve or decline applications to use health and care data shared by NCL GPs, NHS Trusts, and Local Authorities.
NCL GPs are being asked to flow their patient data into the pan-London Secure Data Environment and DAC will now consider requests to access such integrated data for a range of purposes that will include direct care, Strategic Commissioning, Planning and Research.
NCL DAC continues the work of the superseded NCL ICS Data Access Group and its Terms of Reference have been updated to additionally include the new scope.

NCL DAC will also continue to consider requests for only NCL data that is segregated from and not integrated with data from outside NCL.
It will make decisions on behalf of GPs, Trust, Local Authorities and the ICB, taking into account whether the proposed “Data Access Request” will improve the health and well-being of the local population, match the objectives of the partners, particularly our North Central London Integrated Care System Population Health Strategy, and are not to the detriment of any partner.

Data Access Request Form – Pre-Meeting Conditions for Applicants

Data Access Requests (NCL DARs) must be supported by the NCL Analytics team, the DAC Chair and an appropriate applicant Caldicott Guardian. Guidance is provided on the Form and here.
The next NCL DAR Form deadline for approved DARs is 3 December to meet the circulation deadline for the next DAC meeting on 18 December.
Requests will be rejected if it is not clear that you have engaged the NCL Analytics team, our DAC Chair (via the Secretariat address: nclicb.dac@nhs.net) and have your Caldicott Guardian’s review against the Caldicott Principles on the DAR Form along with their approval.
It is strongly recommended you engage our NCL Analysts first, to detail the analysis required, gain our Chair’s input and once the DAR sets out the analysis required you then seek your Caldicott’s input into the review against the 8 Caldicott Principles: and that is signed off by your Caldicott Guardian in advance of submission of the approved form by (the latest) 3 December 2025.
