Estates

The NHS provides, manages and operates a wide range of buildings to support health and care services for local residents. Estates teams make sure that buildings are looked after and fit-for-purpose, whether directly or via landlords.

The North Central London (NCL) Estates team works at both NCL and borough level across Barnet, Camden, Enfield, Haringey and Islington. The team seeks to create a consistent approach to NHS property across NCL, to support excellent health and care outcomes across neighbourhoods and communities.

The team strives to balance support clinical and care needs while also being mindful of wise spending and support transformational change.

The team developed a three-year strategy in 2021. Priorities are to:

 

  1. Develop a place-based approach to optimise the use of the ICS’, estate in each locality to support service delivery, drawing on One Public Estate principles, to make sure the NHS links with partners in Councils and voluntary organisations.
  2. Respond to care requirements and changes in demand by putting in place a fit for purpose estate, to make sure our buildings provide the best setting for services.
  3. Increase the operational efficiency of the estate, to make sure we use the buildings we have to the maximum.
  4. Enhance delivery capability, to make sure our team has the skills to deliver.
  5. Enable the delivery of a portfolio of estates transformation projects, to keep on top of the needs in NCL as the population grows.
How do the Estates team support NCL ICS?

Across the system there is a huge variety of health buildings, including GP practices, large hospital sites, community diagnostic centres and other health centres providing a range of services for our residents. Properties range in age, condition, style, and size. Some are new or renovated, but some are no longer fit-for-purpose. These may not be ideally located or are difficult to adapt to meet the future and evolving needs of the NHS and its patients.

Health and social care have changed significantly in the way that services are designed and delivered. A lot of patient care is moving into a primary care setting and new roles have been developed with other health professionals now seeing patients alongside GPs. Also, our local GP practices are all working together in larger primary care networks (PCNs) to create efficiencies and better care.

For estates professionals this means the way buildings are used is changing. The Estates team’s work is supporting this with appropriate planning, building design and adaptation to provide modern and accessible buildings. The plans are taking into consideration patient travel times, accessibility, public transport provision and NCL Integrated Care System’s (ICS) commitment to sustainability and meeting carbon reduction obligations.

The focus of the team’s role is to work collaboratively with estate leads across the system, including providers, PCNs, councils, and other partners, to innovate, share best practice and maximise the sharing of resources in NCL. This looks at the best locations for services, value for money in procurement and construction, making the best and most efficient use of buildings and land, population health needs and future flexibility.

A large piece of consultancy work, funded by London Region of NHS E, has recently been undertaken, working with PCNs to understand their current and future needs and to draw up a plan with agreed priorities to inform ICS funding requirements.

Funding

The Estates team secure a large amount of funding for the work of NCL ICS in a variety of ways. For example, this could be working with colleagues to submit successful business cases for national funding for programmes of work or securing funding for primary care from Councils (via Section 106/CIL) or the ICS.
